Hon. Kingsley Ogundu Chinda is a Nigerian lawyer, politician, and legislator who represents the Obio/Akpor Federal Constituency of Rivers State in the House of Representatives. A prominent member of the People's Democratic Party (PDP), he has served multiple terms in the National Assembly and became the Minority Leader of the House of Representatives in 2019, earning national recognition for his active role in legislative oversight, constitutional matters, and public policy.

Born on March 24, 1966, in Elelenwo, Obio/Akpor Local Government Area of Rivers State, Chinda hails from the Chidamati family of Rumuodani Community. He attended State School I, Orogbum, Port Harcourt, and Stella Maris College before proceeding to the Rivers State School of Basic Studies. He later earned a Bachelor of Laws (LL.B.) from the Rivers State University of Science and Technology (now Rivers State University) and attended the Nigerian Law School, Lagos, where he was called to the Nigerian Bar in 1995.

Following his call to the Bar, Chinda established himself as a legal practitioner and became a leading partner at Onyeagucha, Chinda & Associates, with offices in Port Harcourt, Owerri, and Abuja. His legal practice focused on human rights, environmental law, public interest litigation, and class action suits, earning him a reputation as an experienced advocate and community leader.

His political career began with several advisory roles, including serving as Legal Adviser to the Grassroots Democratic Movement (GDM), Legal Adviser to the People's Democratic Party (PDP) in Obio/Akpor, and Legal Adviser to the Obio/Akpor Local Government Council. Between 2008 and 2010, he served as the Commissioner for Environment in Rivers State, where he contributed to environmental management and public policy reforms.

In 2011, Kingsley Chinda was elected to the House of Representatives to represent Obio/Akpor Federal Constituency. He was subsequently re-elected in 2015, 2019, and 2023, making him one of the longest-serving lawmakers from Rivers State. During his legislative career, he has sponsored numerous bills and motions covering constitutional amendments, judicial reforms, electoral matters, education, security, and economic development. In 2019, he was elected Minority Leader of the House of Representatives, where he became the principal spokesperson for the opposition caucus and played a key role in parliamentary debates and legislative negotiations.

Beyond legislative duties, Chinda is known for his constituency development initiatives. These include scholarship programmes, educational support, youth and women empowerment schemes, healthcare interventions, skills acquisition programmes, and infrastructure projects across Obio/Akpor Federal Constituency. His grassroots engagement and commitment to community development have strengthened his political influence in Rivers State.
