Biography of Engr. Mustapha Gubio
Engr. Mustapha Gubio is a Nigerian engineer, public administrator, and politician renowned for his contributions to infrastructure development, post-conflict reconstruction, and public service in Borno State. With over three decades of engineering experience, he has held key positions in the Borno State Government and is recognized for his role in rebuilding communities affected by insurgency.
Born in Maiduguri, Borno State, Engr. Gubio hails from Gubio Local Government Area and is of Kanuri heritage. Although details of his early life and family have largely remained private, he developed an early interest in engineering and public service, pursuing a career dedicated to infrastructure and development.
A registered engineer and Fellow of the Nigerian Society of Engineers (FNSE), Engr. Gubio has built an extensive professional career in engineering, project management, and public administration. Before joining the executive arm of government, he served in various technical and administrative capacities within the Borno State Civil Service, gaining expertise in engineering design, construction supervision, maintenance, and infrastructure delivery. He also served as Chairman of the Nigerian Institution of Mechanical Engineers (NIMechE), Maiduguri Chapter, and has been actively involved in several professional engineering bodies.
In 2019, he was appointed Commissioner for Reconstruction, Rehabilitation and Resettlement (RRR) by Governor Babagana Umara Zulum. In this role, he led numerous projects aimed at restoring communities devastated by insurgency, overseeing the reconstruction of schools, hospitals, roads, water facilities, and public buildings across several local government areas. His work contributed significantly to the resettlement of displaced persons and the restoration of essential public services in Borno State.
In 2023, Engr. Gubio was appointed Commissioner for Works and Housing, where he continued to supervise major road construction, housing development, and public infrastructure projects. Under his leadership, the ministry implemented several strategic initiatives designed to improve transportation networks, expand housing, and enhance public infrastructure across urban and rural communities in Borno State.
In 2026, Engr. Gubio emerged as the All Progressives Congress (APC) consensus governorship candidate for the 2027 Borno State governorship election. His emergence reflected broad recognition of his technical expertise, administrative competence, and commitment to continuing the developmental programmes initiated by the outgoing administration. His campaign has emphasized continuity, infrastructure development, security, education, agriculture, healthcare, and economic growth.
